The court's decision to condemn the French state for climate inaction is an opportunity to ask: what exactly can the state do? Management research often looks at the opposition between wills and mechanisms, and the Covid-19 crisis shows that the state can be put in a difficult position: expectations are high that it should respond to the crisis, but protests are raised against measures that restrict freedom; the implementation of measures adapted to local contexts sometimes comes up against the principle of equality, etc. Concerning the energy transition, what do environmental associations or companies expect from the state? Which measures are applicable, which ones raise difficulties or strong reluctance? How do the French state, the European Union and local authorities work together? Will legal recourse effectively push the authorities to respect their commitments or will it provoke their reluctance?
