The National Education Administration offers a contrasting picture when it comes to redeployment management. Marcel Goulier describes personnel management in secondary education (one hundred thousand re-location requests per annum) and the reform currently underway which will decentralise this management and hand most of it over to the local education authorities. Elisabeth Arnold looks after central administration personnel mobility, which accounts for four thousand people and allows a more flexible, individual management. "Sorting livestock" on the one hand and appointments by mutual agreement with no salary scale on the other require a different method. Is the large number of personnel involved the only obstacle to the implementation of proper management of human resources ?
