‘All the economic indicators concur: the competitiveness of French industry has been declining for ten years and the movement appears to be accelerating.’ With this in mind, Louis Gallois’ report on competitiveness suggests a certain number of measures which need to be taken in order to halt this decline and restore the competitiveness of our industry. The government‚ the day after the report was submitted, published a national Pact for Growth, Competitiveness and Employment. One of the eight axes of its strategy involves ‘carrying out quality upgrading by stimulating innovation’. Clément Lubin was Louis Gallois’ assistant rapporteur before he became private secretary to the director in charge of competitiveness‚ industry and services. Therefore, he is able to describe, from the inside, the background behind the writing of the report. He also recounts the way in which the chosen measures will be implemented, and the changes made to a few.
