If you had to prepare in advance all the orders to give to individuals who are completely stupid, but totally obedient, in order for them to carry out a complex task, you might well say that this is a problem for new management. People in general are neither stupid nor obedient and this helps us to face up to the unexpected. Furthermore, if the slightest error gives rise to a catastrophe, you might say that the success of such an action plan is dependent on a miracle. Yet, you have just defined the manufacture of a software package. In order that this success does not depend purely on a miracle, you need to be very strict, be well-educated and have good tools, such as those which exist today. Unfortunately, this is still not adequately understood.
