For a number of years, there has been positive growth in France. However, at the same time poverty and instability are continuing to rise. Should one question the concept of growth and the importance attached to the GDP in national accounting ? Come what may, the efficacy of how the State operates depends on having precise knowledge of the state of poverty. The distribution of State aid to those who have no other source of income has shown the extent to which this knowledge was far from perfect.
