In the army, movement of personnel whether it be internal or external (return to civilian life) is necessary not only as a quality management tool, but also as a means of adapting to the continual evolution of the organisational and geopolitical way of life. In fact, the law requires that soldiers are called to serve "at any time and in any place". Even though this is culturally accepted, it creates significant problems in terms of lodging, spouses' work and children's schooling. At the present time, when army restructuring undeniably creates too much movement, this phenomenon is carefully watched by the hierarchy, and specific measures are applied to reduce it. As far as external movement is concerned, it comes up against numerous inherent difficulties, particularly in the current economic climate.
