Unions of government workers are often presented as being hostile towards redeployment for fear of casting doubt on status. This is not the attitude of the CFDT, which made redeployment one of its main policies during the statutory reforms in the period from 1983 to 1986. Pascal Renaud, the former general secretary of the public sector functions of the Federations union, the CFDT, shows how mobility can be part of human resources management if it is correctly incorporated with statutory guarantees (career and employment, payment, training) and also with the inherent needs of public sector management, which can only occur with a decentralisation of management.
