Public financial development aid tends to be decreasing despite persistent needs. Improvement in its efficiency is a major preoccupation for people who distribute this aid, and particularly for the World Bank. In order to continue its work, the World Bank has to show a great deal of imagination and be very rigorous. It also has to make sure that its share-holders are not over-approached, and it should reassure its investors of its intentions and satisfy its clients. The sphere of influence and the complexity of the world economy adds to its fragile nature.
