Michel SIGAUD

An economist and former technical advisor to the European Commission and the World Bank, he is an expert in central and territorial public finance management reforms. From 1968 to 1991, he worked in the French overseas departments and territories, in French- and English-speaking Africa and, from 1992 to 2010, in Central Europe and in all the countries of the former Soviet Union (PHARE and TACIS programmes of the European Union). Since 2011, he has been carrying out public policy evaluation missions on behalf of official development assistance institutions in Africa and Asia. He is particularly involved in the implementation of budget transparency and the fight against corruption.
